JOB SUMMARY The GBV Technical Advisor will lead efforts for the anticipated USAID Funded Eagle Program to improve gender-based violence reporting and referral systems in school communities in of Kinshasa and Lubumbashi. The position will require strong technical, leadership and coordination expertise.
ESSENTIAL RESPONSIBILITIES 1. Program Management/Integration • Plan with the Country Director and GBV Advisors to meet program goals and to determine operational needs • Coordinate with the GBV Advisors to ensure technical quality of programs • Work closely with Consortium counterparts to integrate program components • Identify and coordinate with local partners • Lead exercise to map GBV services • Organize and provide trainings in GBV guiding principles and referrals • Work with school communities to develop referral pathways • Develop safe and ethical reporting and referral mechanisms for school communities • Lead plans for the participatory development of communications materials • Support staff team to implement program activities and lead trainings • Compile monthly and quarterly reports, on time and with accurate data • Maintain flexibility to take on added responsibility as and when needed
  1. Coordination with Consortium Partners • Meet regularly with partners for collaboration and program planning • Contribute to joint action plans. • Maintain positive working relationships with all partners
  2. HR Management & Staff Support • Assist in the selection and training of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with the Country Director • Supervise and mentor staff to ensure their smooth and effective operations • Develop support strategies for GBV staff and introduce principles of self care • Provide technical and program management trainings for staff
  3. Financial Management • Ensure planned program activities and related expenditures are in line with the budget and executed in a timely manner • Submit monthly cash projections
  4. Personal Conduct • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct • Maintain confidentiality and uphold other principles in line with GBV prevention and response programming
  5. Security • Ensure application and compliance of security protocols and policies • Consider security implications of all program activities, reviewing all new initiatives with staff teams and community leaders
  6. Requirements • University degree in Social Work, Education, Public Health, or other relevant field of study • Ten years of related professional experience, with at least two years in GBV program design and implementation • Experience working in school settings • Proven experience in developing and delivering training and of group facilitation • Supervisory experience • Proven experience effectively coordinating with partners • Demonstrated respect for guiding principles of GBV prevention and response work, including application of the principle of confidentiality • Ability to exercise sound judgment and make decisions independently • Ability to remain flexible and to cope with stressful situations and frustrations • Ability to work well with a team, to relate to and motivate staff effectively • Creativity and the ability to work with limited resources • Strong communication skills, both oral and written • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
  7. Language Skills: • Ability to read, write, analyze and interpret technical and non-technical information in both French and English • Ability to speak and understand Swahili an advantage • Ability to effectively present information and respond appropriately to questions from Country Director, GBV Advisors, and consortium counterparts
